This denotes the speed at which the LCD's liquid crystals can react. It should be as fast as possible and consequently the response should be as low as possible. Today's LCD's liquid crystals have response times of about 16 - 30 ms. Speeds below 40 ms are perceived as comfortable by the eye. In case there are two values specified (rise/ fall) you are just going to have to add both numbers.
