Dell 2209WA is much smarter choice for u, he got 6ms response (8ms=ghosting) and the most valuable thing is his accurate color (default).
don't get upset that he is not full HD It is Really less important than his other advantage.

why is the panel of U2311H is not Good as 2209wa's ???
2209WA have e-ips that TN+IPS ---> cheaper ips
and U2311H have IPS panel... slow but accurate
